Bob Schock

Director of Studies, World Energy Council

Dr. Schock is presently Director of Studies for the World Energy Council (WEC) in London and a consultant to industry, laboratories and governments worldwide. For WEC he is responsible for global studies for the Rome Congress in 2007 (Energy Policy Scenarios, Energy and Climate Change, Survey of Energy Resources) and the next Congress in Montreal in 2010. He is also a Senior Fellow in the Center for Global Security Research (CGSR) and studies the application of technology to global policy issues, and was a Coordinating Lead Author (Energy Sources) for the 4^th Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) recently released in Bangkok.

He joined Lawrence Livermore National Laboratory in 1968 and as senior scientist, then group leader, section leader, division leader, department head and associate director for energy. In these roles he initiated and led programs in advanced energy technologies including alternative magnetic-fusion energy concepts, hydrogen fuels, geothermal, in-situ coal gasification, oil shale retorting, high-level nuclear waste disposition, environmental restoration and waste management, as well as energy policy analysis. In 1994 he led in the formation of a working group to expand energy R&D in the US DOE, subsequently formalized in 1995. He assisted the DOE in organizing and developing a nuclear energy R&D plan in 1997 and served on the organizing committee for the national Nuclear Energy Research Initiative in 1998. In 1998 he also led in the preparation of a strategy to justify budgets for climate change focused energy R&D. In 1998-99 he helped the DOE organize the justification for a revised federal energy R&D portfolio. He has recently served on a National Science Foundation (NSF) panel on Instrumentation and Facilities and a DOE Advisory Committee panel to define world-class research in nuclear energy for the U.S. He has played a leading role in examining the application of new technology to the proliferation resistance of civilian nuclear power, including U.S.–Russian bi-lateral discussions, verification of the Agreed Framework with N. Korea, and as a consultant to the Idaho National Laboratory.

He has testified before the US Congress on pending legislation and is the author of over 100 scientific papers and technical reports. He was a Senior Fulbright Fellow to the Federal Republic of Germany in 1973, and a Visiting Fellow at the Australian National University in 1980. He has served on the editorial boards of five scientific journals and technical books, in addition to the advisory boards of the Gas Technology Institute and the University of California’s Energy Institute and Institute for Transportation Studies. He was a member of the Technical Planning Committee for the 17^th World Energy Congress in Houston in 1998, and served on the Studies Committee of the World Energy Council from 1999-2004, and as Study Group Leader of 2 studies (2001 and 2004) on Energy Technologies for the 21^st Century.
